Lead Service Line Replacement
A lead service line is the pipe from the water main to the building inlet when any part of it is lead; EPA counts a lead-lined galvanized line the same way. It need not leak or throttle to come out; its problem is identity, learned from a utility inventory letter, a public listing, or a dull gray pipe at the meter that scratches bright. The question is which segment is yours.

Common Causes
Why the line comes out:
- Lead is lead whatever its condition. EPA's maximum contaminant level goal for lead is zero, lead pipes are among the most common sources of lead in drinking water, and CDC has identified no safe blood lead level in children. A sound lead pipe is still a lead pipe.
- The water system's mandate. Under the rule text and EPA guidance current in September 2026, the LCRI (89 FR 86418) requires community water systems to fully replace lead and GRR lines under their control within ten years of the November 1, 2027 compliance date, deferrals aside. That binds the utility; the private side enters where the system has access or consent.
How a Plumber Diagnoses the Problem
How the job is confirmed:
- Material by more than one method. Denver Water combines records, water testing and interior and exterior inspection; any one method can prove lead present, several are needed to prove it absent. At the entry, lead is dull gray, scratches shiny silver and rejects a magnet; a clinging magnet and threaded ends point to galvanized.
- The program answer before the quote. Denver Water's reimbursement needs an application approved before replacement; Pittsburgh Water reimburses only work by a plumber on its participating list with an approved estimate; Chicago's Homeowner-Initiated Program lets the owner choose the contractor and waives permit fees. The program answer comes first.
- Full, not partial. The LCRI defines a partial as any job leaving any length of lead or GRR in service and prohibits water systems from doing one outside emergency repair or coordinated planned infrastructure work such as main or meter replacement; Illinois state law has banned partials since January 2023, per the City of Chicago. The scope runs the entire private segment.

- Scope of the private side. Excavation or trenchless pull from tie-in to the shutoff inside the building, new pipe, permits and inspections. Denver Water's contractor rules: permits from Denver Water and the local permitting office, continuous Type K copper from the main to the shutoff inside the foundation, all inspections passed.
- The connection at the main. Chicago attaches the new line to the main itself; Denver Water has the contractor schedule the tap cut with the utility; Pittsburgh Water requires the private plumber to coordinate with it if the public side is lead.
- What writes the number. Length from tie-in to entry; trenchless versus open cut (Denver Water's crews use trenchless where feasible); restoration limits (Denver Water's crews restore to grade with sod or seed); upsizing, where the house has outgrown the old diameter.
Frequently Asked Questions
How do I know if I have a lead service line?
The utility's inventory letter or public listing, and the pipe at the entry. EPA's rule required initial inventories by October 16, 2024, classing each line as lead, non-lead, GRR or unknown. Unknown means the utility lacks data at that address (per Pittsburgh Water).
Does a lead water test prove the pipe is lead?
No. EPA: testing confirms whether lead is in the water, which can come from other plumbing and faucets even when the line is not lead. Denver Water: a lead line does not necessarily mean elevated lead in the water.
Who is responsible for each side of a lead service line?
The utility decides. Denver Water and NYC DEP: the customer owns the whole line from the main into the property. Pittsburgh Water: main through the curb box is the utility's, curb box to the meter is the owner's.
Does the utility have a lead line replacement program?
Some do. Pittsburgh Water wrote in November 2025 to every customer whose record is lead, galvanized iron or unknown and says it replaces lead lines through its own projects. Whether any program applies is the utility's answer, before a quote is signed.
Can only part of a lead or GRR service line be replaced?
Not normally. Under the LCRI text current in September 2026 a water system may do a partial only in an emergency repair or alongside planned main or meter work, must fit a dielectric coupling at the joint unless the new pipe is plastic, and gets no credit for it toward its replacement rate. EPA's Science Advisory Board found partials frequently raise lead short term.
What happens after a lead service line is replaced?
Under the LCRI text current in September 2026, from its November 1, 2027 compliance date the system must, before the line returns to service, give notice, a written flushing procedure and an ANSI-certified filter with six months of cartridges, then offer a tap sample three to six months later. A line counts as fully replaced only when both customer and system sides are non-lead.
