Salt Lake City Plumbing: Licensing, Permits & Water

Mountain water, plant by plant: SLC's 8-to-12-grain range that spikes with summer wells, the primary-residence-only owner permit, and next-day inspections before the 3 p.m. bell. An information page, with a direct way to get a plumber.

Salt Lake City drinks its mountains: four Wasatch canyon streams feed three city treatment plants, wells and springs join in summer, and the 2026 quality report prices the minerals plant by plant, from 136 to 212 mg/L, eight to twelve grains, harder when the wells run. The rules are Utah-simple with one sharp edge: your own primary residence is yours to permit; a rental never is.

Who licenses plumbing work in Salt Lake City

DOPL in state government licenses every plumber and contractor; Salt Lake City confirms rather than credentials, sending verification to the state and enforcing at the counter. The distinction that bites is property class: state law as the city applies it makes every rental commercial, so permits on rentals and commercial buildings issue only to state-credentialed contractors. The owner-builder door exists solely for the house you actually live in.

  • Authority. Utah Division of Occupational and Professional Licensing (DOPL) statewide; Salt Lake City adds only the general city business license every enterprise carries, with no trade licensing or registration
  • Structure. DOPL's plumber and contractor credentials are the whole ladder; the city's Building Services FAQ directs license verification to the state, and city-level enforcement happens at the permit counter, where rental and commercial work must be permitted to state-credentialed contractors
  • Worth knowing. Utah treats rental property as commercial: a Salt Lake City landlord cannot pull permits or do their own plumbing on a rental, even a single-family house, under the city's reading of state law.

Permits & inspections in Salt Lake City

For that primary residence the path is orderly: Owner/Builder Certification with the plan documents, electronic filing through the Citizen Access Portal, fourteen business days targeted for house-scale plan review, and next-business-day inspections when requested before three. Small maintenance under three thousand dollars in valuation can be permitted lightly. The FAQ's quiet warning applies to everyone: whoever pulled the permit owns the inspections, from first rough-in to passed final.

  • Permit office. Salt Lake City Building Services on State Street; all applications file electronically through the Citizen Access Portal
  • Homeowner rule. Yes, for the owner-occupied primary residence: the owner may pull the permits, submitting an Owner/Builder Certification with the plan review documents per state requirements. Whoever pulled the permit, owner or contractor, carries the responsibility for getting every inspection done and passed; general maintenance under three thousand dollars in valuation may also be permitted to an owner or representative.
  • Process. Inspections requested before three in the afternoon land the next business day, online or by phone; initial plan review targets fourteen business days for houses and townhomes, and applicants get 180 days to answer review comments before the application goes stale.

Salt Lake City water: what's in the pipes

The 2026 report reads like a topographic map of hardness: Big Cottonwood's plant at 136 mg/L, Parleys at 175, City Creek at 212, purchased Little Cottonwood water at 152. That is eight to twelve grains across the plants, with our Utah page now carrying the 174 midpoint, while summer wells and springs range far higher, up to 571 in spots. Softener questions are year-round conversation here, and heater elements age on mineral time. Two modern notes: the city landed over thirty-nine million dollars in federal loan funding to help residents replace lead service lines, and fluoridation ended statewide in May 2025.

  • Utility. Salt Lake City Department of Public Utilities (SLCDPU)
  • Supply source. Wasatch canyon streams (City Creek, Parleys, Big Cottonwood and Little Cottonwood), plus deep wells and springs in summer, and treated water purchased from the regional Metropolitan district's Provo River system
  • Hardness. 174 mg/L (≈10.2 gpg), hard; utility report, 2026

Utility information: www.slc.gov. The hardness figure is the same record shown on the Utah page.
