New York City Plumbing: Licensing, Permits & Water

The DOB Master Plumber license is earned, not bought: candidates pass a written and a practical exam, then prove at least seven years of the prior ten spent installing and designing plumbing systems under the direct, continuing supervision of a Master Plumber license holder, including two years as a DOB-registered journeyman. Since February 2026 applications move through DOB NOW: Licensing, and a Master Plumber must keep a real place of business inside the city, not a home office.

• Worth knowing. NYC Construction Codes require Master Plumber license holders to display their license number and business information on trucks, business cards and advertisements, an easy authenticity check before anyone touches your pipes. DOB asks residents to report plumbing work done without a license.

This is the rule that surprises new owners: in New York City you cannot pull a plumbing permit for your own house. Filings are accepted only from the license holders themselves, and only they and their supervised employees may touch piping. What the owner does is approve the filing electronically through DOB NOW with an NYC.ID account. Repairs have a lighter path, the Limited Alteration Application, but the person filing it is still the professional, never the resident.

• Homeowner rule. New York City does not let owners pull their own plumbing permits or do their own plumbing: permits are issued only to Master Plumber license holders (or Master Fire Suppression Contractors for their trade), and only those professionals and the employees they supervise may work on piping systems. The owner's role in DOB NOW is to approve the professional's filing.
• Process. Every permitted plumbing job gets inspected. Smaller repair work rides on the Limited Alteration Application (LAA): where total cost stays under thirty-five thousand dollars per building in any 12-month period, no plans or engineer sign-off are needed, and LAA filings in DOB NOW are permitted in real time.

The city's water arrives from reservoirs deep in the Catskills and the Hudson Valley, and it arrives soft: the DEP's 2025 supply report puts the typical distribution value at 32 mg/L, under two grains per gallon, rising toward 100 mg/L only where the smaller Croton system blends in. Scale is a minor character here; the bigger city stories are aging building risers and lead service lines. DEP runs a no-cost replacement program in targeted areas and publishes a service line map every owner can search, and the 2022 NYC Plumbing Code governs the work itself.
