Albuquerque Plumbing: Licensing, Permits & Water

The state Construction Industries Division issues every trade credential; Albuquerque's Building Safety FAQ answers the licensing question by pointing there, and the city keeps no registry of its own. What the city does administer is the homeowner exam, a real written test with real stakes: four hours, at most two attempts spaced thirty days apart with one pass credited per year, and immediate permit eligibility on passing. It certifies you for your own house, nothing more.

• Authority. New Mexico Construction Industries Division (Regulation and Licensing Department) statewide; Albuquerque adds no contractor license or registration, and the city's own FAQ sends license questions straight to the state
• Structure. The CID credential is the only trade license; the city's sole credentialing mechanism is a homeowner permit exam, a written plumbing test requiring 75% or better, which grants permit eligibility for the owner's home, not a trade credential
• Worth knowing. One contractor-only carve-out survives even a passed exam: the city's permit list states plainly that installation of a water heater can only be completed by a state-credentialed contractor.

The exam-passing homeowner works in a bounded arena: kitchen and bathroom piping, house sewer and water service lines, but never the water heater, which the city's own permit list marks contractor-only, and never on a rental, where credentials are required end to end. Plan review for residential projects runs about two and a half weeks, and owners who pulled their own permit call Building Safety directly to schedule each inspection.

A failed exam means hiring a contractor, and rentals are contractor-only regardless.
• Process. Permits attach to installation or alteration of bathroom or kitchen piping and to house sewer or water service work outside the structure; residential plan review runs about two and a half weeks, and a homeowner who pulled their own permit schedules inspections by phoning Building Safety directly.

The Water Authority publishes its hardness by distribution zone, and the 2025 zone reports put the citywide average at 8.85 grains (about 151 mg/L, the figure our New Mexico page now carries), inside a zone range running from 2.5 to 13.4 grains. Which zone you draw from decides whether scale is a nuisance or a schedule. The aquifer share is the mineral engine; the San Juan-Chama river blend, arriving since 2008, moderates it.
