Los Angeles Plumbing: Licensing, Permits & Water

There is no Los Angeles plumbing license; the state C-36 classification does that work. But the city keeps two registrations of its own: every contractor carries a Business Tax Registration Certificate, and LADBS runs a Certificate of Registration program with an unusual privilege attached. A registered contractor can replace a like-for-like water heater or defective water piping on a detached single-family home by filing a Certificate of Compliance instead of pulling a permit, provided the new heater matches gallons, BTU rating and vent capacity exactly.

• Authority. Contractors State License Board (CSLB), the C-36 Plumbing Contractor classification; the city adds a Business Tax Registration Certificate for all contractors and an LADBS Certificate of Registration program for limited like-for-like replacement work
• Structure. No city trade license: the state C-36 governs who may contract for plumbing. The city's own layer is narrow: LADBS-registered contractors may replace a like-for-like water heater, fixtures, or defective domestic water piping on a detached single-family home by filing a Certificate of Compliance with the city instead of pulling a permit
• Worth knowing. The Certificate of Compliance shortcut has limits written into the code: the replacement heater must match gallons, BTU rating and vent capacity with no vent relocation, and metallic water service piping may not be replaced with PVC under this provision.

Owners here work under California's owner-builder rule: do the plumbing yourself on a home not intended for sale (a principal residence with a year of occupancy qualifies) and the contractor-license requirement steps aside, with an Owner-Builder Declaration filed at LADBS. The code's daily-life list is generous: faucets, exposed traps, stoppages and leak repairs need no permit at all. And the LA Plumbing Code holds one genuinely rare clause: work started without a permit escapes penalty if the permit is obtained by noon of the third business day.

• Permit office. Los Angeles Department of Building and Safety (LADBS), with permitting counters at the Metro, Van Nuys, West LA, San Pedro and South LA offices; sewer connections additionally need a Public Works Bureau of Engineering permit number
• Homeowner rule. Yes, as an owner-builder under state law: an owner doing the work personally (or through wage employees), on a structure not intended for sale, is exempt from contractor licensing. A principal residence qualifies with twelve months of residency before completion and the exemption used on no more than two structures in three years; LADBS issues permits to Owner, Agent or Contractor with an Owner-Builder Declaration on file.
• Process. Express Permits issue without plan check for a defined plumbing list (replacing water heaters, fixtures, sewer alteration or repair, low-pressure gas piping), and the code leaves everyday maintenance free: faucets, ball cocks, exposed traps, shut-off valves, clearing stoppages and repairing leaks need no permit, nor does gas water heater repair while the heater stays connected.

LADWP publishes no single citywide hardness number, and realistically could not: the 2024 quality report's source averages run from 112 to 272 mg/L depending on whether your water came down the LA Aqueduct, out of the wells, or through MWD's plants, and the utility's own area figures reach 279 mg/L toward Eastern LA and the Harbor.
